float: none; background-color: #ffffff; color: #333333; font-family: 'Noto Serif',serif; font-size: 17px; font-style: normal; font-variant: normal; font-weight: 400; letter-spacing: normal; orphans: 2; everywhere on this map in light green.<\/p>\n<p>If there is a pocket, it is the downtown core.<\/p>\n<p>It is essential to have buffers to protect the low-rise historic districts.<\/p>\n<p>Two houses were demolished next to Schneider Haus and six houses on Mill Street have no protection despite meeting criteria for heritage status under Reg. 09\/06 of the <em>Heritage Act<\/em>.<\/p>\n<p>Low rise, historic districts near downtown Kitchener are valuable because they give a sense of who we are and our history.<\/p>\n<p>And our history attracts tourists from all over.<\/p>\n<p><u>\u00a0<\/u>Following discussions with residents of Victoria Park, we need:<\/p>\n<ol>\n<li>Protection within and adjacent to the Victoria Park Heritage Conservation District<\/li>\n<li>Transitions between the high and low density areas<\/li>\n<li>\u00a0Adequate park and open space<\/li>\n<\/ol>\n<p><strong>SLIDE<\/strong> 5: Image of area at David and Joseph<a href=\"https:\/\/www.aconwr.ca\/blog\/wp-content\/uploads\/2019\/12\/Slide5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-712\" src=\"https:\/\/www.aconwr.ca\/blog\/wp-content\/uploads\/2019\/12\/Slide5.jpg\" alt=\"\" width=\"1280\" height=\"720\" srcset=\"https:\/\/www.aconwr.ca\/blog\/wp-content\/uploads\/2019\/12\/Slide5.jpg 1280w, https:\/\/www.aconwr.ca\/blog\/wp-content\/uploads\/2019\/12\/Slide5-300x169.jpg 300w, https:\/\/www.aconwr.ca\/blog\/wp-content\/uploads\/2019\/12\/Slide5-768x432.jpg 768w, https:\/\/www.aconwr.ca\/blog\/wp-content\/uploads\/2019\/12\/Slide5-1024x576.jpg 1024w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/a><\/p>\n<p>Specifically, the area at David and Joseph is at risk. Proposed zoning is MIX 2, allowing a 6 storey building.<\/p>\n<p>Currently, there are low-rise homes and a parking lot owned by the city. Here is an opportunity to downgrade the area to Low Rise Residential Limited, in accordance with Section 16 of the Draft <em>Secondary Plan Land Use Policies<\/em>.<\/p>\n<p>Alternatively, it could be zoned OR-1, or park space, which we need more of in light of the many new condos being built nearby.<\/p>\n<p><strong>SLIDE<\/strong> 6 View from Park with high rises<\/p>\n<p><a (max-width: 1280px) 100vw, 1280px\" \/><\/a><\/p>\n<p>Page 11 of the <em>Urban Design Manual, Downtown<\/em>, shows five high-rise buildings in the Charles and Gaukel area.<\/p>\n<p>We need to protect zones close to the park, not build on them.<\/p>\n<p>The former bus terminal could be turned into a plaza or an extension of the park.<\/p>\n<p>Another example is on Michael (max-width: 1280px) 100vw, 1280px\" \/><\/a><\/p>\n<p>Here, the Ukrainian Church and Catholic Centre are at risk.<\/p>\n<p>Currently zoned I-1, Neighbourhood Institutional, it is proposed to be MIX 3, allowing an 8 storey high-rise.<\/p>\n<p>This is <strong><em>inside<\/em><\/strong> the Victoria Park Heritage Conservation District!<\/p>\n<p>High-rises should not be built in heritage districts.<\/p>\n<p>Rather, this could be a parkette for the three high-rises built or under construction right across the street.<\/p>\n<p><strong>SLIDE<\/strong> 9: Image of Homewood\/Iron Horse (max-width: 1280px) 100vw, 1280px\" \/><\/a><\/p>\n<p>Another area of concern is Homewood street, which currently has no protection because it is outside the Heritage District.<\/p>\n<p>Some homes here have 300-foot lot depths.<\/p>\n<p>A few houses could be bought and a high rise put there\u2026.<\/p>\n<p>As is proposed on Mill Street.<\/p>\n<p>We need to be very cautious planning within and around old neighbourhood districts.<\/p>\n<p><strong>SLIDE<\/strong> 10: List of Victoria Park Issues<\/p>\n<p><a inline !important; float: none; background-color: #ffffff; color: #333333; cursor: text; font-family: 'Noto Serif',serif; font-size: 17px; font-style: normal; font-variant: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: left; text-decoration: none; text-indent: 0px; text-transform: none; -webkit-text-stroke-width: 0px; white-space: normal; word-spacing: 0px;\">Here are some of their ideas.<\/span><\/p>\n<p><strong>Summary<\/strong><\/p>\n<ol>\n<li>What I am suggesting is a plan that better protects low-rise established neighbourhoods and provides essential park and
